Need advise on this adheasive mark

I am at a church and they had a floor rug dow on 5he carpet. They kept the throw rug down with 2-sided taoe that left a black mark when they pulled uo the throw rug. I have sprayed the adhesive mark with dse encap and scrubbed it with a boars hair brush. I got some of it out but not all. Would it be safe to use rubbing alcohol or goof-off at this point? Any suggestions. The pics looks worse than it really is because I had just sprayed the encap solution on it. Thanks
