what happened

This VCT was stripped with square scrub dry and 4 coats of bestco hard as nails applied 4 months ago. I wasn't present to watch what they did but floor looked good for a 2 months then discolored to what looks like dirty floor 100% of the floors look like this several thousand square feet. Can anyone summarize where this went wrong. My thought is insufficient or too fast...
