VCT Problem - help

I recently did a vct floor job in someone's basement. I scrubbed with my clark bos18 machine but then I had to strip some areas. The end result is showing what looks like holes in the wax. There are areas that show round and oval spots that look like all coats didn't take. the waxed area looks higher than the spots.

Can I high speed burnish with my electric burnisher - will that fix it?
Would spray buff fix it?
Would any of the above coupled with another coat of wax fix it?
