Sheet vinyl. No wax but client told to burnish?

My local Doctor (also a client) asked me to scrub and burnish the vinyl sheet floor. Surely, if there is no finish it can't be burnished, can it?
She was told by the retailer that this was the way to go.
Any thoughts?
