Pricing apartments

I have to go give a apartment complex an estimate tomorrow on the price for 1 bedroom apartment to 3 bedroom apartments. How do yall price that? Do I give them the price I would give one of the tenants if they called me or do I give contract price, a commercial price? They not big apartments, actually kinda small. He's getting 3 different estimates which I am the only one that is local and he said Stanley steemer was too high. Any advice. Thanks!
