Any idea what Decibels the average 40 HP TM runs at?

Having issues trying to get a fitness center done. They want me to come in the evening hours because there are less customers but they are zoned next to a residential area and the neighbors are complaining at the noise level of the TM. This is the 2nd time I've had to abort the cleaning because of neighbor complaints. I am not sure what DBA level my TM runs at. I checked the noise ordinances in my town and they are as follows:
