Vinyl tile stripping

Does baseboard stripper take the paint off cinderblock walls The perimeter of the vinyl tile that I'm cleaning has dirt and wax buildup around the whole baseboard which is block that was painted just worried if I was to use the baseboard stripper that would remove the paint also
